England cruised past Portugal 85-5 in the quarter-final just over a week ago before narrowly going down 21-17 to France at the semi-final stage on Tuesday.
And although they ended on a high against Italy, Fletcher is convinced there is still more to come from his youngsters.
"Overall it was an okay performance from the guys. It was a decent effort but felt we could have given more," he explained.
"The Italian scrum and driving play was strong but when we got the ball in hand we looked a threatening side.
"We came out here with the ultimate goal to win all three games and continue to improve our performances.
"We are obviously disappointed not to win but overall it has been a pleasing competition for us in terms of players improving and spending time together.
"We will be looking forward to the under-19 games coming up and then the South African Tests in August."
And in the Elite Division final, England's conquerors France emphatically ended Georgia's fairytale run to the showpiece event.
The seventh-seeded Georgians surprisingly notched penalty shootout wins over Ireland and Italy to reach the final but went down 57-0 to a ruthless French side at the Stade Ernest Wallon on Saturday.
